A Cosmetic Product Safety Report (CPSR) is a legal requirement before selling cosmetics in the UK or EU.

You cannot legally sell a cosmetic product in the UK or EU without a valid CPSR. Its primary purpose is to prove that your product is safe for human health when used under normal conditions. Without it, your brand faces legal risks, and your products could be seized or recalled.

1. Your Formula Details

Make sure you have

  • Full formulation with exact percentages (w/w%) or grams

  • INCI names for all ingredients

  • Ingredient functions (e.g., preservative, emollient, fragrance)

  • CAS numbers for each raw material

2. Supplier Documentation

For every raw material used, you need:

  • Safety Data Sheet (SDS / MSDS)

  • Certificate of Analysis (CoA)

  • Allergen declaration (if applicable)

  • IFRA certificate (if using fragrance, essential oils, or aromatic extracts)

3. Finished Product Testing
