SCPN & CPNP Cosmetic Notification – UK & EU Market Registration

Before selling a cosmetic product, you must submit it to the official government portals:

  • SCPN – Submit Cosmetic Product Notification (UK)
  • CPNP – Cosmetic Products Notification Portal (EU)

This is a legal obligation — not an approval process — but failure to notify can result in fines or sales bans.

Why Portal Submission is Required

SCPN (Submit Cosmetic Product Notification) – For products sold in the UK: This is the mandatory portal for the UK market.

CPNP (Cosmetic Products Notification Portal) – For products sold in the EU: This is the mandatory portal for the EU market . Notification is not an “approval” process, but a legal requirement to provide authorities with a complete record of your product’s ingredients and safety details.

Before you can legally place cosmetic products on the market, you must notify the appropriate regulatory authority:

Failing to complete these submissions can lead to fines, product recalls, or sales bans.

1. Responsible Person (RP) Details

The Responsible Person must be legally established in the relevant market.

  • Full legal name of the Responsible Person

  • Registered address (UK address for SCPN / EU address for CPNP)

  • Contact email and phone number

2. Product Identification Details

Provide us with: 

  • Product name (exactly as it appears on the label)

  • Product category (as defined by portal classification)

  • Product type / function (e.g., face cream, shampoo, serum)

  • Country of manufacture

  • Member State of first placing on the market (EU only)

3. Frame Formulation

This must match the formula assessed in the CPSR.

  • Full qualitative composition (complete INCI list)

  • Exact percentages or concentration ranges

  • Fragrance composition (if applicable)

4. Product Label (Final Version)

Clear image or PDF of the final label artwork
Must include:

  • Product name
  • Nominal content (e.g., 50 ml)
  • INCI ingredient list
  • Responsible Person name and address
  • Batch number format
  • Expiry date or PAO symbol
  • Warnings (if applicable)
  • Product function (unless obvious)

5. Packaging Information

Provide us with: 

  • Primary packaging type

    (e.g., glass bottle, plastic jar)

  • Presence of nano-materials (if applicable)

  • Presence of CMR substances (if applicable and legally permitted)

6. Nanomaterial Declaration (If Applicable)

(Only required if nanomaterials are used.)

  • Identification of nanomaterials

  • Chemical name (IUPAC)

  • CAS number

  • Concentration

  • Toxicological profile

7. CMR Substance Declaration (If Applicable)

(Only applicable where legally permitted substances are used.)

  • Confirmation of any CMR substances present

  • Compliance confirmation under relevant Annex restrictions

Important Compliance Note

The following must exist before notification (but are not uploaded):

  • CPSR (Cosmetic Product Safety Report)

  • Product Information File (PIF)

  • Supporting test data

These must be retained by the Responsible Person for inspection.
